27 february 2022 g. amendments and additions to the Constitution of the Republic of Belarus (paragraph 14 articles 84), for the first time the Head of State addressed annual Message to the Belarusian people and the National Assembly of the Republic of Belarus at the All-Belarusian People's Assembly (hereinafter – VNS, Assembly). By decision of the Central Election Commission of the Republic of Belarus, the seventh SNC was held on April 24–25 2024 g.

Previously, the Belarusian leader A.G. Lukashenko repeatedly emphasized the special importance of this large-scale forum: “The Supreme National Assembly is serious popular constitutional control over all processes in the country. Present at the meeting of the Supreme Council were: 1 159 delegates, who represented all social groups and strata of the Belarusian population from all regions. At the beginning of the meeting of the seventh Supreme Council 24 April 2024 g. President of the Republic of Belarus A.G. Lukashenko spoke. The Belarusian leader spoke in detail about the role and place of the Supreme National Assembly in the updated political system of the state, situation in the world and around the country, socio-economic achievements of Belarus over the years of sovereign development. 1. History lessons

According to President A.G. 2. The National Assembly is a new stage in the political life of Belarus

Our country is proud of its accumulated experience in strategic planning. Almost 30 years, the Supreme National Tax Service largely determined the state structure of Belarus.

The All-Belarusian People's Assembly of the seventh convocation began its work for the first time in a new constitutional status.

Now the Supreme Council approves all major program documents, determining economic development, security of our country, resolves all strategic issues.

A.G. Lukashenko, addressing delegates, stated: «We have not abandoned Soviet democratic traditions, complementing them with modern, corresponding to the spirit of our period and its history. And this is our strength. Strength, which shapes the nation, strengthens national statehood".

The head of state is convinced, that “delegates must not only understand, what is written in the documents, but also to be able to explain to people". “We will not talk to our citizens, with the people about the global development goals of the state - others will do this for us. It is a common understanding of the national strategy that should further unite and strengthen us.”, – the Belarusian leader summarized.

Another important and new task of the VNS, according to A.G. Lukashenko, is the solution of personnel issues: "Now you, delegates of the All-Belarusian People's Assembly, will elect judges of the Constitutional and Supreme Courts, members of the Central Election Commission".

“The Supreme National Assembly has been given the right to decide on the introduction of a state of emergency or martial law, recognize the legitimacy of all elections", – the President further stated.

At the same time, the Head of State noted, what all decisions of the Assembly will occupy the highest position in the hierarchy of legal acts of the country and will become generally binding.

Moreover, The Supreme Council received exclusive powers to suspend decisions of any body or official.

At the same time, A.G. Lukashenko noted, that “the new body has yet to be properly integrated into the current system of power, to prevent confusion".

3. Dynamics of the situation in the international arena

3.1. Aggressive policy of NATO countries

A.G. Lukashenko is convinced that, what "Washington cannot accept that, that China is becoming the world's first economy, and out of habit tries to talk from a position of strength.”.

As an example, the President of Belarus cited the United States’ offer to support peace and stability in the Taiwan Strait in that case, if China refuses to support the Russian military-industrial complex. A.G. Lukashenko clearly outlined the elements of the current strategy of US dominance in the international arena:

the conflict in Ukraine should be “shifted” onto the shoulders of the European Union and NATO;

distract, “drown” Russia in a war with Ukraine, weaken with war and sanctions;

3.2. Беларусь в интеграционных объединениях

The President of Belarus believes, what serious resource, has economic and transit potential and Eurasian Economic Union (members: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia; observers: Cuba, Moldova, Uzbekistan). 4. Basis for development

Regional development

5. The future of Belarus
